This position has primary responsibility for inspection, coordination, execution and oversight of quality control during all civil construction and ensuring that all civil construction work is satisfactorily completed in accordance with legislated, contractually specified and company quality standards.
o Reviewing project specifications and drawings for all awarded projects to determine quality requirements and planning and implementing their execution.
o Assisting with preparing and ensuring quality plans, ITP’s, etc. are finalized and approved by the QC Specialist and/or QC Branch Manager prior to commencement of project execution.
o Assisting where requested with internal ITP kickoff meetings for awarded projects.
o Preparing, distributing and kicking off job QC documentation binders with own forces and sub-trades.
o Field testing for soil compaction, concrete testing and Marshallsampling.
o Attending Field sites to assess / monitor performance of QC third party testing agencies, where required.
o When directed by QC Specialist and/or QC Branch Manager, undertaking resident Field based supervision to ensure smooth establishment of QC personnel and processes.
o Providing ongoing documented support, mentoring, training and continual improvement to Field personnel.
o Carrying out subcontractor quality control surveillance.
o Assisting with reviewing and acceptance of quality control documentation.
o Providing technical assistance to site superintendents and project managers in the application of quality program and client specification requirements.
o Ensuring the QC program is communicated and executed efficiently and effectively at Field sites.
o ResolvingFieldQC issues in regards to standards, processes, and systems.
o Resolving Field NCR’s in regards to satisfactory conclusion and disposition.
o Progressing corrective action required from audit findings to a satisfactory conclusion as directed by QC Specialist and/or QC Branch Manager.
o Provision of quality performance data for Field projects.
o Providing periodic project quality reports as required by QC Branch Manager.
o Ensuring turnover packages are issued to the PM for close-out, storage and retention.
o Support to Bid proposals when requested.
o Attendance at pre job meetings / kick off meetings.
o Liaising with jurisdictional authorities, third party inspectors and testing agencies and outside agencies/organizations as required during execution of projects.
o Support QC Specialist and/or QC Branch Manager in development of project specific protocols / documents.
o Assisting the QC Specialist and/or QC Branch Manager in the maintenance and update of the Graham project specific Quality Control Manual and applicable Graham quality forms.
o Making recommendations on improvements or changes to QC program and/or Operations based on emerging trends, legislation, techniques, and professional expertise.
o Assisting in maintaining a company list of trained field QC support personnel.
o Providing input to management quality meetings as requested.
o Providing input and support as requested to continual improvement initiatives / activities.
o Other duties as assigned.
Complexity of Duties:
o Complexity of the duties will vary and will be dependant on the scope and size of the contract, pace at which they are to be executed and the Client expectations for control of quality in the Shop and Field.
a. High school graduation.
b. Technologist program from a recognized Post-secondary institution preferred.
c. Construction Engineering Technologist or Certified Engineering Technologist(Materials Technology) would be an advantage.
a. Three years of progressively responsible experience in Quality Control
during which technical and supervisory experience has been clearly demonstrated.
b. Extensive knowledge of Civil, Structural and associated Codes, Standards and Provincial regulations.
c. Pre-pour inspections of formworks, rebar and embeds.
d. CSA Concrete Field Test Certificate Level I or ACI Field Testing Certificate Grade I or familiarity( training provided by Graham).
e. Earthwork compaction inspection, testing and monitoring, sieve analysis, maximum dry density(Proctor), nuclear densometer handling, transporting and usage or familiarity( training provided by Graham).
f. In-place sampling and Marshall testing.
h. Proficiency with computers, specifically Microsoft Word, Excel, and Access.
